EHCP Help

So our LA has a really bad record with EHCP. Following advice from here I nudged LA to perform an Ed Psychologist assessment if you can call it that as it was via Teams and of course DD wouldn't engage.
Had confirmation that they were working on draft but delayed due toEd Psychologist etc etc.
So we are now on week 20 and no draft. DD year 11 still not in school but has a personal tutor for 6 hours per week. Not sure she could cope with more but still not a full time education.
Plan to Email LA but any advice appreciated please?

IPSRS have a model letter you can use to complain about the breach of statutory timescales. Send that and threaten Judicial Review. Usually the threat works but if not SOSSEN can help with a pre-action letter.
