When/would you apply for a ehcp

Hello,
(First of all I have 3 children, 2 eldest have had a ehcp since 3 and now at a sen school).
My youngest is 5, January she was diagnosis with Autism. The assessment was suppose to happen last year but due to covid didn't, due to this we didn't apply for a ehcp before her starting school.
-we noticed (so did pre school she was behind at 3).
-due to being a summer born and still being in nappier we deferred her, so she should be in year 1 but is in reception). This was due to her being a year behind in all areas, so we thought it would give her that extra year.
-then the paed saw her and said to assess as could see asd traits.

So she has done a term and a half at school.
She is falling behind, she a one plan but I don't think we will get a plan this term as been home schooled, was hoping to apply end of reception with 3 one plans but may on have 2. Here is some of her issues.

-she can't use scissors
-doesn't have a dominant hand
-has a grasp grip still (awaiting ot for all these issues).

-phonics she knows about 15 letter sounds
-knows 6 tricky words
-can't blend

-can't remember how to write her name

-maths she is better with but due to not being able to write numbers this becomes a struggle
-knows numbers 1-10.

-communication
-talks at people, struggles to listen.

-already been upset with friendships, kids saying saying she is copying them, saying they hate alexia (yes the device) made her cry all night, kids telling taking her "whatever" the wrong way. (She thinks it's funny to say what ever and tried to make them laugh then they are unkind to her).

  • speech delay, teacher struggles to understand her
Obviously home schooling her I can see she is falling behind, the other kids know all their sounds, they can write sentences and their work for the last few week have been this, they can blend, know up to 50. They are just retaining information (this week Was money and they retained which coin was which and she couldn't.
  • she also has a extremely restrictive diet, dietician has asked for her to have a 1-1 so is able to try school dinners.
  • she also has has a history of choking and was seen by a specialist speech and language therapist for this who again asked for her to have a 1-1 while eating who was first aid trained incase she choked . This was never done abs actually they seem very unbothered by it. I'm very bothered as I nearly witnessed my
Child die 3 times!! Senco has said they will discuss end off reception, when she will have 3 support plans. However when I asked if she would get a support plan for this term (home schooled half of it). I received no reply.

I know she isn't miles behind, however she should be in year 1. Also I hate mainstream, my other 2 started there and there sen school has been the best thing for them. So seeing her struggle with no support at all is difficult.
