Who diagnoses a learning disability?

Can educational psychologists diagnose a learning disability or is it paediatrician?

My 5 year old already has asd & global development delay diagnosis but I’m pretty sure he’d fall in to the severe learning disability category also.

I know with my DS at this age they didn’t want to use severe learning disability as the paediatrician didn’t want to limit expectations. It was the social worker when he was eight that pushed for the change of diagnosis so he would get the resources he needed. He hasn’t seen an educational psychologist since he was three and he is now a teenager.
