DFG grant-team service delivery?

If an application for a DFG major adaptations has been passed on from the DFG OTs to the "team service delivery" does anyone know what that actually means?

In my experience it means the OT has agreed the criteria for the adaptations are met and now it's gone to the team that decide whether you meet the criteria to fund the adaptations via a DFG.
