Take him to a hairdresser who has an autistic child.
My sons haircut was done thanks to my hairdresser, who’s son is autistic so she was very patient and was happy to chase him around the house while she but his hat. Several years later he is quite happy to sit with a biscuit .org toy while she cuts his hair.

Is he scared of the scissors or is it sensory issues or is it social anxiety. One lady I met used a brushing technique where the child's arms are brushed before the haircut and said the difference was amazing. Mine hate the noise of the clippers so just had scissors for a very long time.

We use a tablet. It doesn't always work but worth a try.
