DS has top up funding past the usual 6k from school as he has SPLD and complex learning needs.

School provide a decent amount of provision (fought that battle last year), but at a recent meeting the specialist teacher team from the LA was said to have closed the door for new applications.

Head says we will just have to continue with current provision if application fails. Frustrated and feeling quite stressed as been waiting for this for a whole year.

Sounds like it might be time to apply for an EHCP. Take a look at IPSEA's website for details.
Expect to have a no decision to assess at first which will most likely be overturned at appeal.

A plan will mean the support your DS needs is enshrined in law and the LA can't just decide not to fund it on a whim.
