Sen funding Herts

Hello - can someone explain how the funding for Ehcp works in Herts please. I am told by school that they don't get any funding at all and have to use their own funds. The school is a voluntary aided school. Is this correct? What is the point in having an EHCP if there is no funding for the provision required. If that is the case then why would schools ever support an EHCP?

From my own dealings with Herts they have a different view of funding to that set out in the SEN Code of Practice.i am aware that it has been the case that even with an EHCP the Herts schools have to then go through further" hoops " to secure any funding which may or may not be agreed. This practice has been challenged in tribunal a number of times. From own experience I also know that Herts very rarely specify any support in an EHCP unless it has been through Tribunal. I'm not sure how they get away with it?!
