Quick statement question again

Ds2 has finally got a draft statement. There is a form with it to sign and send back with comments. It says "We agree to the proposed draft Statement of Special Educational Needs (Please tick appropriate box below)." Then choice of Yes or No. Which do I tick if I want to send comments? Does it just mean we agree to him having a draft statement and the general content or should I be ticking no because there are alterations I want to make? Can anyone help?

Saker, I think you tick no and then send your amendments. If you tick yes it means you accept it as it reads now.
