EHC plan multi agency meeting

Sorry to post again about this but needing advice. Had anyone attended an EHC plan multi agency meeting? If they refuse to issue a plan what shall I say?

They usually go to panel to decide in my opinion experience. I've got the ne communication no up in a couple of weeks 😟
