Moving from ms to ss

My dd is in year 4 ms school and after her annual review earlier this month, I think it's time to move her to ss.

We live in the West Mids on the border of 3 LA's and our 2 nearest ss are in different boroughs to where our address falls. I want to look round one which has a brilliant reputation but that school said I had to make an appointment to view through their LA. When I rang, that LA said that the LA where we live would need to request an appointment so I rang our LA and they wouldn't! Is that right? Seems a bit odd as I've had no problems getting appointments to view schools in the other of the 2 boroughs. Can anyone help? Also so many ss schools seem oversubscribed, is there any way of still getting a child into a school that is oversubscribed? I don't want her going to a crappy school miles away just because it's the only one with spaces 😕
