This is supposed to be assessing how LAs on a national level have responded to the increased demands of the new act/change from statement to EHCP (leading to an increase in needs assessment/backlog/inability to meet timeline etc).
If some LAs have managed well (without screwing over vulnerable DC) best practice can be shared.
Some LAs are failing badly - in my own LA not one statement has been transferred within the statutory deadline.
But really this is/also is about austerity and cutbacks and the most vulnerable are the first line of attack (as ever)
