Local offer?

Please please can someone explain what the local offer is and who qualifies for it?
I have a young son with ADHD and some other issues. He doesn't have a EHCP because he is very well supported at an independent school. We do get DLA high rate care and low rate mobility.
I can't get my head around what if anything the local offer means for us.

The local offer is just a list of services that may or may not be available to you. There should be lots of information about whats available in your area but it doesnt mean you can have it!!

My LA mentioned the local offer in their tribunal evidence! Oh how we laughed Grin

My LA's local offer includes my DS's out-of-area independent specialist school. Which makes me laugh as we had to fight through 2 tribunals to get the placement and during tribunal my LA said the independent school wasn't necessary and noone from my LA goes there more LA lies

Thank-you all I think I've got it now. I think my confusion is in the name "Local offer" as most of what I can see on our LA site is not very local and is not actually on offer to us. I just thought I must be missing something but it seems not!
