Mainstream or sen school?

My 4 year old has just been given 25 hours however the school have suddenly turned round and said they cant cater for his needs anymore.He has full time one on one without a statement.He is bright but struggles with structure although his behaviour is ok the last week been very bad.I want my son to stay where he is.The base we looked at is full so im not sure if we put that down on the statement if we would automatically be accepted or put on a waiting list.Also can his school really refuse his place?The other reason i dont want to move him yet is we are looking to move out of the borough near a school with a great sen unit as opposed to one not in a great area and also not close.
