Should new statement be given after annual review if no changes?

I thought I was certain it should, but Statementing Officer thinks not.

Any ideas?

Ours just continue as they are. Ds1's dates from 2010. Quite ridiculous, really.

Ah well. I was kinda hoping they would issue one and therefore put us at the back of the queue for transferring over.
