What's the difference between a Provision Map and a PSP?

Ds had a Provision Map with some targets on it which I gather some schools use instead of an IEP . After a few weeks we were advised that he was at risk of exclusion and he was placed on a part time timetable as part of a PSP. The targets for the PSP however remained exactly the same as those on the Provision Map - does this sound right?
Maybe I'm being cynical but could it be that the only reason he was placed on a PSP was so that they could justify placing him part time? Hmm

A psp shouldn't justify that. But the LA may have their own illegal procedures.
