Who is responsible for ensuring sm provision is provided?

Hi - I am writing a letter and have a quick query.
Is it the responsibility of the LA to ensure that the sm provision is being provided or can they pass the buck onto the school?
Is there anything written in the Sencop or elsewhere that I can quote on this?

It's the LA BUT if you are going to challenge them on it you have to be absolutely certain that the statement says what you think it does. LAs are clever with wording.

Child requires access to 1:1 for 20 hours and a SALT programme, can mean a class TA and an A4 photocopy.

Thanks Star. In this regard the school do not appear to have even looked at Part 3 nor provided anything that's in it so the issue of wording is irrelevant!
