SLL and getting slt in school question

Ds senco has referred ds to SLL and ed phyc. Ed phyc don't want to see him till SLL have ( so I'm told). Ds had a private salt assessment this morning. The private salt told me that SLL will decide if he needs salt in school, then if needed salt come in assess him to see if they want to work with him. I could be waiting months to get no salt it seems.

Does this sound right?

It's very frustrating!
My son (4.10) has phonological disorder making his speech very hard to understand if you are not familiar with him.
We have known there was a problem with his speech since he was very young and so went about referring him ourselves through pre-school. He went on the waiting list for SALT last September and wasn't seen until early January, therapy didn't start until early February. Then we moved areas and so had to start again with the waiting list. He was referred to our new area in May but didn't start therapy until Sept. And even then we were told it would be a five week block and then he had to go back onto the waiting list (luckily this has not happened and she has been able to keep him on for the next block as well).
We have now started with private therapy as well because we don't know how long he will be kept on before having to go on the waiting list (possibly for months) again.
