That article isn't very balanced tbh.

The writer described a severely autistic boy being helped by the TA.

If she goes he could (and should anyway) have a statement TA.

I suspect schools will simply pilfer SEN statemented TAs and use them as general TAs even more than they do though;

What about children who don't need a statement but still need that extra help? How will one teacher manage 30 kids?
