borderline adhd?

my DH took a call while I was at work from camhs (hes not great at relaying information) she told my DH that after speaking with us and his school she thinks our 6yr old DS has borderline ADHD. What does that mean? surely either you are or your not? does it mean he is on the 'milder' end? Or is it an excuse to push us to the back of the queue again?
I know there are other kids out there a lot worse than him, but he can still be VERY challenging and we still need help and advice to help deal with him and his various problems, just feels like we keep getting pushed to and fro all the time.

We have a follow up appointment in a couple of weeks to discuss it with her. But any advice would be appreciated
