Freudian slip from Essex LA SEN member of staff. Hmm

She was also adamant that even with a statement I (not DS2) would not get 1:1 as this is not done in any of their primary schools. Oh dear.

There's your answer then whether you wait for school or go it alone Hmm Every time Essex LA is mentioned, I wince or go into uncharacteristic extreme rage Angry .

Although, isn't up to the LA of where you live, not where the school is?

I know (thank god) but I am in danger of falling into a funding/assessment gap between Essex and Suffolk.

CT and Senco say no more support unless statemented but Suffolk say that the school can do more out of its delegated budget and has to do so before SA is likely to be granted.

Suffolk want the school to spend the first 10k now rather than waiting for a statement to force them to do so and if this is not enough to apply for high needs funding. The school can even apply for additional funding on SA+ or during assessment but only if they stump up the first 10k.

School have used the budget for groups of DC rather than individual DC and so this is the intervention that DS2 gets with no intervention (except removal of golden time) for his primary need.

How do navigate this particular shit creek?

My knee-jerk reaction would be to get the hell out of an Essex school and back into Suffolk. I wouldn't want Essex and their unlawful and immoral SEN practices anywhere near me!

Alternatively, the non-kneejerk action would be to start evidence gathering and start the process of SA.

Quite apart from the fact that it is not true (DS certainly had one to one in primary school) its yet more bullshit from my home county!!!.

Do not get bogged down in funding issues, funding issues are for the LEA to sort out. I would start the process of applying for a statement regardless. Also talking to IPSEA would be a good idea, see what they have to say.
