You will not come across a better reading programme but essential you follow it to the letter.

I think i might go for it - will it work for a stalled reader, just not moving on from reception/year 1 level?

I can virtually guarantee it. IF it is administered properly.
You can always ask C's advice when you see him in your ver' important committee meetings.

DS started the programme at the end of June ( he was at the 2 percentile in reading at the end of y1). He's nearly finished the first half (40 lessons), we repeat any chapter in which the score less than 90% and the difference it's unbelievable, it's worth every single penny (and we paid full price!)
