Direction to find info on support DD SHOULD be getting.

hi, I have a 9 year old daughter with ASD approaching yr 5. In April the school applied for a statement and I was lead to believe it had been signed off by the EP. I have called the LEA to be told that they advised the school they needed more evidence and the school withdrew the application 9th July (nice of someone to bother to tell her parents) I would like to find out what my daughter is legally entitled to as it stands now. The school advised me she is missing 60% of her schooling but they cannot fund the support they admit she and they need.
Any info would be appreciated, I have a desperately unhappy daughter and now I feel I need to find out her legal position in terms of her education. thanks
