Single Education Health and Care Plan

I am developing developing a simple and easy way for parents, young people and professionals to record their experiences and the outcomes of having a new single Education Health and Care Plan (set to be introduced to replace the statement for SEN over the coming 2 to 3 years).

To do this we are going to be working closely with a group of family members and young people, however to start things off we have put together a set of different outcomes and experiences which will aid us in developing the final questionnaire.

We hope that you might take 5 or 10 minutes to fill in the form and give us an idea about the most important things from the list to you. The list has been drawn up based on discussion with parents over the last week or so......we really want this to be driven by parents , children and young people.

If so, I'm not asking you to, but if I did, could you name one person who has received personal budgets for their SEN, excluding transport (which was already possible before the pathfinders came in).

Members are LAs. How does that fit with working for families. Most of us have spent years and thousands battling for SEN provision. This Bill will change nothing as the LA remains in control of assessment and funding of provision. It seems to me that there are a lot of groups glad handling and networking and looking for a piece of action but NOTHING will change for children and parents in the SEN system

Can anyone tell me what the Education Care Plan offers our children after they have left school? I believe it is in action until the age of 25. Thank you.

I'm trying very hard not to be cynical here but past experience and battling leaves me tired and wondering what the hell are they doing.
Ok, the statementing process wasn't equal, fair, transparent, etc etc and change has been needed for many years but replacing it with the EHC really.
Why do I keep thinking of 'NEMOS's travels when I say EHC ? and that about sums it up to me. NEMO's Dad trusted the school to take him on a field trip and they all ended up on the EHC !!! See, all this battling for years with the SEN system and 'Services' has sent me round the 'bend'.
Seriously... it seems to me that the screening for the EHC is conducted by professionals representing, Education, Health and Social Services and to get the Health screening it's my understanding that your child has to be in the CAMHS service ? Many of our children and young people with disabilities demonstrate challenging behaviour, as a result of their communication difficulties. I don't mean talking and listening but, understanding, perception, environment and yes some of our children have been assessed for Sensory Processing Disorder/Disability, but that is not currently recognised by the Community Ped in our Area, so I'm guessing that when she is screened by the health professional they will totally disregard her needs as a result of her sensory processing. The problem there is that as her Mum I personally feel that as she has Down Syndrome, ADS, ADHD, SPD and continuing IBS she has indeed health disabilities that impact on her life on a daily basis and also impact on her communication and understanding of what makes her tick!! I find it very challenging so it must be an ongoing nightmare for her.
I also feel that these professionals who are doing the screening, only see her occasionally and in somewhat controlled situations, which a high staff pupil ratio hence much support and also a safe and secure environment.
Try coming to the Supermarket with me, when I'm at the till, packing the bags, rooting for my purse, inputting my date of birth instead of my pin number and trying to prevent my daughter from knocking over a senior citizen with the trolley, setting off the till alarm, and then pushing the trolley in to the pharmacy glass display.
The social worker, doesn't see this, the school nurse doesn't see this, school staff don't see this.
Walking down the road and a motorbike goes past and she goes in to a melt down.........
Driving to school and having to go a different route owing to road works and she has another melt down and hysterics, taking two hours to come down.
I'm sure you all know what I'm talking about, so I won't go on.
The previous SEN Statement was statutory and although we would have a battle to appeal decisions it was a legal document.. what clout will the EHC have?
I'm currently starting the screening process because as my daughter age 15 I've requested a continuing care plan.
I'm unclear though, who provides the funding.. Health might if CAMHS is involved and if the screening shows that she has high health needs !! or Social might offer something but where does Education come in to it? Is this part of the 'Pupil Premium'? if so, that's not really individual because it's my impression that schools pool this as a fairer way of resourcing for all pupils?

I have been asked to be included in the screening meeting in September so I will let you know how this goes.......that's if I don't get locked up.. lol

posey the ehc only stays in place up to 25 if the young person is accessing education or training. You can keep the ehc on an assisted apprenticeship or supported internship or on a workplace based individualised programme. It will lapse when the YP leaves education or training even though they may still have health and social care needs - its the educational bit which determines whether you have one.

SensAbility - you don't have to be accessing camhs to have health input for the plan - I've seen plans come through where the health input is from the GP

The ehc is a legal document though you can only appeal to the LA on the education input ie section B and F which are not vastly different to the old parts 2 and 3 of the statement.
