Transport and naming a school

Need to name a school and there is absolutely nothing in county. Current ms school have admitted they can't meet needs and we don't think any ms can. Looks likely that we will have to name a specialist independent school which will mean a residential placement. Due to very complex needs and the type of disorder (rare) there are very limited schools in the country that we could name.
The preference form we have to sign says that we agree to their guidelines i.e 'if you name a school which is not the nearest school of its kind to where you live then your child will not receive transport even if they qualify on the basis of their special needs. This is because there is a closer school to where you live.'

Does this mean then that whatever school we choose, if it is outside county, then we have to pay? We can't afford to do that so what would happen?
Has anyone else been in this situation.

Besides you would be naming the nearest most suitable school?

It doesn't say 'suitable' though just that there is a nearer school - it seems to make no difference whether the nearer school can meet needs or not! I could forget to tick the box I suppose but they're not likely to let me get away with that are they?

Ring them up and check but it will mean the school that meets his needs that is closet.

It's badly worded, but the intention is this:

If a MS school can take your DS, but you want a different MS further away for no needs based reason, you pay.

If SS A can take your DS, but you want SS B, you pay.

If SS A is not suitable, then they have to pay for transport to SS B.

If a resi school is necessary, then they will need to pay.

A resi school is not absolutely necessary but in the absence of anything nearer to meet needs appears to be all there is. They know there is nothing locally and a group of LA bods have recently visited the school that we haven't even named yet .
