Can DC that need 1:1 in ms be independent in ss?

DS has ASD (6 comorbidities) that causes an 'extreme degree of pervasive passivity and weak spontaneous initiation' and produces no output without 1:1 BUT when he did his evaluation at ss he was able to work independently. I should also say he has APD (only understands 5% of speech with background noise). Is an increase in independence seen in DC without APD?
