Is this normal for school paperwork when transferring schools???

DD starts at a new school tomorrow, I pulled her out of her old school as she was unhappy and the school staff had pulled one too many little stunts.
So i emailed new school yesterday to ask if the paperwork from her old school and if her old school had provided end of year NC levels could i have a copy (so i could see if she had made any progress in the last year) and to see wherever or not she had any formal salt tests in the last term.

I'm just annoyed as she's starting tomorrow and unless they have received her old records today they will be in the dark tomorrow.

Yes, it's normal. Some schools are better than others, but it can take half a term for some schools to do it. And it isn't confined to the State sector either. I had a pupil transferring from a private school and no records arrived for him during the whole year, despite repeated requests.
