Expected attainment levels.....help for tribunal

Hi, can anyone point me to where I can quote the expected attainment levels for KS1 & KS2. I don't want to go into the tribunal to discuss the lack of progress and say that on average the expected levels are 2 sub levels per year, without some sort of back up or quote from a qualified site. As they could say well how do you know this and where did you get this information from.
Hope this makes sense........ doing alot of last minute preparations for the hearing on friday.

This gives you the details www.beaufort.derby.sch.uk/levels.pdf although it is dependent on what level he/she started out on. The general rule is they should increase by 2 levels per Key Stage - ie from 2B average in Y2 to 4B average in Y6, then 6B average in Y9, but if the child is 3b in Y2 SATS then he/she should be 5B in Y6 SATS, for instance.
