a question about annual review and statement

hello,
I had my DS's annual review today which went well.The Senco agreed to change the wording in certain parts to my liking.
However,she informed me that although we are sent amendment forms to fill in,she said the LA will send a letter saying the statement will remain as it is and that they rarely get changed until year 6.so a 10 year old could have a statement based on their needs as a 3/4 year old!!!!!
My DS will be going into Y1 in September and the Senco specified exactly what support he would be getting which I'm really happy with BUT if the LA won't change it,what is the point? Can I appeal or is there anything I can do prior(I would obviously phone them and ask why they haven't amended it).
This part was more general before and I'm worried another school could interpret it as giving minimal actual 1-1 and as we are planning to move within the next year,it's very important to have it accurate.

yes if they refuse to change the statement you can appeal. Its likely that if its all agreed in practice then will back down on not specifying it once you appeal, but often they wait to see if they can get away with it first.
