Making a complaint against LA

We are currently going through the Statutory Assessment process and a I have been informed this week a mistake has happened and the Health Authority were not asked for advice when they should have been (they only became aware on Tuesday). The 10 weeks for them to make a decision on whether to issue a statement ends on Tuesday next week and it is unlikely that the SEN panel will discuss DD due to lack of medical report. The Health Authority are not committing to when this report will be ready. The LA know I am not happy but don't seem to be doing much to try and resolve the situation considering it is their mistake.

Is it worth making a formal complaint or getting our MP involved or will that just make matters worse?

DD is 4 and due to start Primary School in September and has Specific Language Impairment. She has had problems since birth as a result of being born 15 weeks early.

Ask the HA for a copy of the dated letter requesting advice.
