The council of Europe found that France had failed children with Autism?

what is this council? How do they make these decisions?

They don't have much actual power IIRC. It's a bit like being a member of the UN but on a lesser scale. They were quite influential over the breakup of Communist Eastern Europe and the establishment of pluralist democracies.

oops, but they do include the European Court of Human Rights.

The Council of Europe is an organisation set up after WW2 to develop democratic principles and keep the political peace amongst its member states.

Part of this package was the creation of the European Convention on Human Rights and its supervising court.

There is a commissioner for human rights, a treaty against torture, and many other measures agreed through international treaties (for example on extradition and mutual legal assistance).

It is an entirely separate organisation to the European Union. The Council of Europe now has 47 member states (I think) as it extends in to the former USSR states and it deals solely with political/law elements.

So, I am not sure in what context it is found that france have failed children with autism. Is this a court decision?

I got the information from that Guardian article on how the French treat Autism thread and wondered what on earth happened, and more importantly what the criteria was for their decision.

Well they cover health issues too so perhaps they issued a decision in that context.
