mind-mapping/note taking at secondary school. Can u help?

Another meeting coming up. All professionals PD support teacher, SALT and Visual Impairment specialist teacher advise my ds has a mind-map per topic area to learn from. This was advised from start of year 7, now well into year 8 and mind-maps in notes still patchy and scanty and no where near per topic area, despite plentiful training. Furthermore have been pushing to get laptop into lessons so my ds can have typed notes as he can't read notes of TA's. This still isn't happening. What do I do? The softly softly approach clearly isn't working, getting all professionals on board pushing isn't working either. Is my only chance to get it written into statement? I don't really want to open statement at next annual review, because there is stuff them may take out if I do. If the TA's don't have much non-contact time, how do they develop resources for these kids in most schools? There certainly doesn't seem to be central resources availabe ie. another school has developed a mind-map for the English civil war which we can crib from a central resource.
I don't feel that I have time to develop resources for my ds to learn from and I'm not prepared to even try until I am convinced that they can't as I believe it is the schools job, am I being unrealistic?
I feel a bit cheated really because the brightest and best were at my ds AR in year 6 and all said that this school could meet my ds needs and frankly at a basic level they are failing. I've got to work with them I know and they are trying and improving in other areas, but time is marching on and there are many issues that are taking too long to resolve.
Sorry for long thread, but feeling quite ground down by constantly having to push and prod and nag and bring the same issues to the meeting table time and time again.
