Lack of support for dyslexic teenager

My son is 15 and has had a statment for 6 yrs. He is about to sit his gcses and he is not getting the support of appropriate advice for anything that will help him.
I have been doing reasearch and found that bitesize do gcse audio however when my son told his sen she replied well i suppose it could be helpfull with no encouragment. My son has low self esteem at school and refuses to attend at times. I have been trying for weeks to get a meeting with the sen however she keeps fobing me of. Due to there lack of support and care he feels that he cannot acheive and so feels there is no point in attending I am now seeking legal advice if anyone has been through something similar i would be most gratefull for any advice. Just because my child has a disability doesent mean he should not have the same opportunities as everyone else.
