transport to school.

my son is due to start p2 in sept. we have recently had some issues on transport, which ended with him being immediately withdrawn for 10 days before easter. after easter he went on no problem. but then the problems started again. all behavioural and attention seeking, ( mainly an ear piercing scream ) this went all for awhile, and ended up with a classroom assitant coming home with him in the afternoon, but the morning was still an issue. school had a meeting with transport, and said i could either be paid to take him to school, or send him on an empty bus 10 mins before school starts ( doesnt suit me work wise ). so im taking him to school, with the assurance that nothing had been arranged for sept, and would be looked at later. just got a letter from transport advising that from sept, he will be going on the empty bus. where do i stand with this, and any suggestions on what to do?
