How long is reasonable for statement to be implemented?

It is almost ten weeks now since DS's statement was issued and there are still several key areas where his provision is not yet in place and is now unlikely to be until after Easter - making it 13-14 weeks at the earliest.

Parent Partnership tell me there is no guidance on what is reasonable. The law says it should be implemented immediately but I am sure LAs are cut some slack.

The LA knew back in Jan that school couldn't cope as they tried to refuse the statement for DS but they have taken no action to support school. Isn't there a duty for multi agency working on the LA too.

I have a meeting with the LA on Wed. I have filed a complaint with the LGO and I imagine that the LA will start making some retrospective justifications for the delay (they have already said they didn't want to overwhelm DS with lots of sessions Hmm)

Does anyone have any experience of how long is considered reasonable and will the LGO just let them get on with it as long as it looks like it's being done?
