Great news. Well done. I have appealed for HRM having asked for reconsideration and been refused.Did you give additional evidence?

Yes, and was about to send more. I tailored it all to the reasons for refusal and also sent in some research papers picked up from here. Perhaps they just didn't want to wade through it all and just looked at the simple letters from the family support worker and pre-school instead.

Actually I asked for reconsideration once before and was denied again because I didn't send more evidence. I filled in an actual appeal form but they decided not to proceed with that and went to reconsideration instead. So perhaps you still have that route to try before tribunal. It didn't ask for evidence with that but I sent it anyway

Oh and a lot of the evidence was faxed. If you get any more you can ring and get a number and number for the team dealing with it. Bombard them with something from every professional involved. Good luck!
