How long should elapse between getting a statement and school putting it into action?

Calling all legal eagles...
DS got a statement in June, specifically with 20 hours of a TA just for him. Nothing happened for a month. We called a meeting with manager, SENco and key worker at his (private) nursery in July, they said they hadn't received copy of statement yet. We gave them a copy of the statement, and told the LEA caseworker.
It's August, and nothing has happened yet. Nursery manager is leaving at the end of the month, they seem chronically understaffed, DS is starting reception in January at a school where hopefully they know what they're doing.
What do I do? Do I call another nursery meeting? Do I call the LEA caseworker and tell her? Part of me thinks, it's only 3 months now, but on the other hand, 3 months in which perhaps with a 1-2-1 DS could make some progress.
It never stops, does it?

hiya starlight- can you give me a link to any documentation wrt
btw, it is NOT the schools responsibility to implement the statement it is the LA's. So contac them.

please(as this may come in useful for me)

"8:108 The LEA must send a copy of the final statement to the child?s parents and give written
notice of their rights of appeal to the Tribunal and the time limits for lodging an appeal,
the availability of parent partnership and disagreement resolution services, and the fact
that the parent?s right of appeal cannot be affected by any disagreement resolution
procedure. Parents may appeal against the description in the statement of the child?s
special educational needs, the special educational provision in the statement, and the
school named, or if no school is named, that fact.
8:109 When changes are suggested to the proposed statement and agreed by the LEA and the
parents, the final statement should be issued immediately. LEAs must arrange the special
educational provision, and may arrange any non-educational provision specified in the
statement, from the date on which the statement is made
." SEN Code of Practice

It is IMMEDIATELY from the date on the statement.

6 weeks? Blimey. It figures, the LA so far have shown difficulty in grasping the concept of 'deadline'.
