statement/special needs register

can someone please explain the difference between these two as i don't have a clue thanks

'Statement' = Statement of Special Educational Needs. A legally binding document detailing the needs of a child and what provision will meet those needs. Around 2% of children have one.

'Special Needs Register' = A list of all children receiving any extra help in any area within each setting. Around 20% of children will be on it at some point.
