Which LA do I write to for statement request?

DS is attending a mainstream primary in Islington; we live in Hackney but quite close to the border. Should I be writing to Islington or Hackney to request a statement?

I assumed it would be Islington and have already written to request a statement. But I got a little handwritten note from them saying that I need to write to Hackney? I included the name of his primary school on the letter (although I didn't write any more about the fact we live in a different borough - I just assumed they'd recognise the name of the school as one of theirs).
His school have already said that they want to apply for a statement - that would definitely be through Islington so it doesn't make sense for me to have to go through Hackney if I'm doing it myself!

Do I have a choice of which borough I make a request to and does anyone have any useful advice specific to provision in those LAs? I'm going to try and ring one of the helplines for advice later but it would be good to get any opinions here.

I always assumed you got the Statement from the bourough in which you live - if it is a school that you are hoping your LEA to pay for, even if it is outside the borough. It's how it works here.

Bah, I've just spoken to ACE - they've confirmed that it definitely is the home borough. Bit annoying as I assumed Islington would be easier to deal with than Hackney!
