ECHP help

My DD is at preschool and has been there for 9 months. Shes happy and settled but We have had concerns since she was small regading ASD/ADHD and possibly ARFID.
nursery have many concerns regarding social and emotional development, masking, repetetive behaviour etc. we have been in the waiting list for an ASD assesment for 19 months.

She is vocal, incredibly intelligent but lacks social emotional awareness and her struggles are becoming more apparant as she grows.
as its a private nursery the LA SEND worker comes out to see DD at nursery and work with her and the nursery to support her best. She has been on an ISP (individual support plan) at nursery for 8 weeks now.
i have approached the nursery to apply for an ECHP and they have said that they wouldnt be able to consider this until July as the Council SEND worker said that she needs to be on the ISP for 3 terms before applying for an ECHP- i am new to this and have not heard of this before? By July the nursery will be closed for summer and reception starts in sept. I just want to ensure she has as much support as possible in place and feel a bit deflated by this. They said there are lots of children with higher needs that arent getting ECHP which i understand but isnt helpful

Request an EHCNA yourself. On their website, IPSEA has a model letter you can use. For an EHCNA the test is a) has or may have SEN, and b) may need special educational provision to be made via an EHCP. Anything else is unlawful. You do not need 3 terms of the ISP first. That is a myth some LAs and settings like to perpetuate. Other DC’s needs are irrelevant.

I requested one myself for my 14 year old after asking school for over 2 months and them not doing it. I got an email 2 weeks later to say she's been accepted for an assessment after a panel discussion. It's now been two weeks today since that and I've had e-mail today saying they are doing assessment next Wednesday x
