No diagnosis

So DD 4 had a social communications assesment this week with developmental paediatrician. We've been waiting over 18 months and got offered a cancellation which of course we were thrilled about however the woman said she couldn't diagnose her and would speak to her colleagues and ask for more input from nursery and then see us again next year. Is this normal?

She said she can see traits of ADHD but is too young and she can see traits of ASD but couldn't offer a diagnosis because of things like I said she had made some improvements in the past 18 months(not enough she's still very delayed) and because she engaged with me and made eye contact! She makes eye contact sometimes but the rest of the time looks right through you or next to you.

I've read the criteria and she definitely ticks the boxes and the nursery wholeheartedly belive she has ASD too. My question is basically is it normal to not get a diagnosis at the first appointment? She didn't offer any alternative diagnosis either and honestly I feel I could cry.

Thank you. I thought that was probably the case it was just the way she worded it I think.
