My child is nearly 4 and has down syndrome. Her speech is coming along but services are diabolical, early intervention is merely a buzz word and not a practoce that has been implemented. Can anyone recommend speech and language apps that I can be using at home with her?On the google play store loads come up when I search but unsure if any are any good?

Not sure if this is the type of app you mean, but you could look at Articulation Station. Or do you mean an AAC app?

Does DD have an EHCP? If so, SALT should be in there. That way you aren’t reliant on the limitations of what local NHS services can provide. If DD doesn’t have an EHCP, you can request an EHCNA - IPSEA has a model letter on their websites which you can use.

I’m not sure an app is what you are looking for. If SALT were involved they’d be looking at attention and listening, word level activities, turn taking, requesting, choice making and play based language activities.
I could write a list of suggestions but there are videos and advice sheets on this site that should be helpful. You could also look at the I Can website and Blanks level questions.
