Question about school for adults

If a child didn’t get a suitable education and were entitled to a sen education,
and they are now an adult with no prospects and no ability to be part of society, are they entitled to a paid for education as an adult. Are there any other possible entitlements? Is there a court process?

How old is the adult? That will influence answers. And are you in England or another country? That will also influence the answer.
