Refused a college place going into Y2- college will not correspond with parents

Hello wise people! My friend's son has significant learning difficulties and was accepted on his dream car maintenance course at our local college. He had to resit Maths this year, he attended all classes etc. etc. He, sadly did not get Maths this time. The college have refused to take him into Y2 and will not correspond with parents, emails, calls or letters. Please can someone advise and help. He should have been given an EHCP by his primary school but both his schools were averse to making an EHCP application. (non-functioning SEND departments). Please advise....

A starting set of questions:

  • what level course was he doing last year, how did he get on
  • what level course was planned for this year
  • how many GCSE passes did he get

(I am wondering whether he did a L2 (or even L1) last year and needed a merit + maths to progress. Options could be looking for an apprenticeship, or changing courses to another one at last year's level. Plus maybe apply for an EHCP.)

The young person, or parents on DS’s behalf, can apply for an EHCNA themselves. Many collleges require a L2 pass in Maths and English in order to be accepted onto a course.
