DS is 5 and in reception. Has an EHCP. In nappies still. He has 1-1 throughout the day, provided by one TA in the morning and another in the afternoon. His class has a teacher and a class TA.

Sometimes one of the 1-1s is off and he is generally fine, the other one is usually there for their bit so it's a couple of hours at most and the class staff are nice and familiar so he's fine with that.

Yesterday both 1-1s were off, one was sent on a year 6 trip, the other was sent on a course and then into year 2 for the afternoon to cover another child.

The usual class TA is off poorly, so there was agency cover TA. His class teacher was there AM and DS did OK, in the PM the class teacher was on PPA so a random teacher stood in.

Therefore there was zero unfamiliar staff in his class with him.

At pick up there was a hoohaa over his book and I had to intervene. He couldn't communicate what he was trying to say and the teacher just kept telling him to hurry up and as soon as I said what he needed the teacher helped him.

DS also came out soaking wet from having not been changed. He stank of wee. He is usually routinely changed at lunch, and no one noticed he was wet wet.

DS isn't one to cause a fuss in school, he goes quiet. He came out teary and when I spotted the wet he exploded. He's been really anxious since.

I don't know if I'm being silly being so upset. I appreciate fully some times things happen with staffing but the 1-1s being on a trip and training was clearly planned so he could at least have been prepared and someone established to stand in for at least his personal care. Heck, if they had thought about it I'd rather have gone and changed him than left him like that but I'm nervous to set a precedent on that front.

I think I need an objective opinion on if I'm being over the top? Or if you would address it?

If his EHCP says he needs full time 1-1 then absolutely speak firmly / kick up a fuss about the TA going off on a school trip with another class.
Not meeting basic needs such as nappy changing is surely totally unacceptable.

err. Because he has SEN bad enough to need and EHCP?

Is the full time 1:1 specified and quantified in the EHCP? Or is it woolly and vague with wording such as “access to” “would benefit from” or “or equivalent”?

If it is the former, complain both to the school and the LA (it is the LA who are ultimately responsible for ensuring the provision in the EHCP is provided) Then if it continues threaten Judicial Review.

If it is the latter, complain to the school especially about not changing DS, but also try to tighten the wording up because at the moment it isn’t enforceable and isn’t worth the paper it is written on.

It's definitely not specific enough. There's enough specifics in it of provisions they definitely didn't provide which I can challenge it on.

It has all come across to me as he was forgot about when various arrangements were made.

Unfortunately, if section F is not specified and quantified it cannot be enforced and as you are finding out DC may not receive the support. You should ask for an early review to try to make it less woolly and vague.
