Who to complain to?

My child left an infant school To start juniors in July 2021. Despite lots of my concerns regarding sen they were all brushed off by previous school!
It has now been noticed at new school my child has serious sen and is 2 to 3 years behind in everything except reading and old school have inflated child's marks massively! this has stopped me getting help for my child for 4 long years.
This has resulted in my child having serious mental health issues but obviously new school are being pro active now.
So basically I'm asking who I report the old school to? I can't allow them to put other children through what my child has gone through 😩 is it local authority,ofstead or their own chair of governer

In order to complain to anyone else you first need to follow the school's complaints policy.

But my child has left so it's not going to be taken seriously I suppose.

Even though DC has left if you want to complain you still have to follow the complaints policy. Once you have exhausted the school's complaint policy you can escalate it (who to depends on what type of school it is) if you are not satisfied with the response, but you have to go via the school's policy first.

If it is a maintained school it is within the LA's remit. If the school is an academy you can complain to ESFA - they will only investigate certain circumstances, and can't overturn decisions, but took at if the complaint was handled correctly and ask the school to reconsider their processes and decision.You can also complain to OFSTED, but only about general concerns over the handling of SEN, not about individual cases.
