How to know if there are learning difficulties?

6 year old is autistic and adhd with a ?? Learning difficulties because she can't be tested.

I keep flipping back and forth on learning difficulties. How would I know or what should I be looking for?

She can recognise phase 2 and 3 sounds in isolation. Cant blend or segment them in isolation nor write them independently, she can write neatly when copying.

Doesn't know her surname let alone any other concepts like phone numbers or addresses, not that she doesn't know them but doesn't know they exist.

She can retain huge amounts of info about some things but for most things it goes in one ear out of the other.

Shes 2+ years behind in reading and writing, 1+ behind in maths and science. She's in year 1.

I am trying to consider specialist school so a learning difficulty is semi-important to know but no one is willing to assess her

I don't know about learning difficulties, but it certainly sounds as though she has special educational needs. What is the school doing to help?
