Son’s progress in school

Hello there,
I need some help.
My son is turning 6 by the end of August and is going into year 2.
He is the youngest in class.
A year and a half ago we were in London and he was going to a private nursery.
The primary school over there had a meeting with us and had agreed to keep him a year behind as he is August born and English isnot his first language.( recently moved to Uk)
As he was about to start reception ,we had to move to wales.
The primary school here did not allow us to keep him in reception.
Conducted some tests and move him to year 1.
We were reassured he will get all the help.
He found this change quite difficult.
He struggled socially and academically.
I supported him at home with doing maths and reading.
His class teacher always said he is doing well and he will catch up.
Then lock down hit.
I homeschooled him through out.
He made a lot of progress.
His end of year report said he is hard working and social.
But his reading level is 1.
I am very stressed.
I want to have a meeting with the head teacher.
Please tell me how to handle this.
