How to access a personal budget?

DD has an EHCP. She is 18 but has had ME since Y9 and been unable to attend mainstream school. She's currently home tutored through the EHCP for 2 hours a week for one GCSE a year and is doing her third at the moment.

Before Christmas I submitted the annual review (County SEN team were invited to an AR meeting but couldn't attend) and I requested a personal budget for some leisure courses at college to help transition her back into external education, plus assisted transport to these courses for her to gain age-related independence.

They didn't respond in the statutory 4 weeks so the SENCO at the college says they've agreed to this by default.

My question is how do I now access this personal budget/direct payment? I want to enrol her on an evening sewing course starting on Thursday and sort out getting her there. I'm thinking of paying her friend to take her who has passed her test as this would be easier for DD to cope with that using a taxi. But I'm not clear how to go about this.
