TALC 2 TEST RESULTS

I am writing this as a very concerned mum, my nearly 13 year old will be 13 in (Nov) has adhd and odd and has a statement of educational needs, He can not cope with mainstream school so i was home educating from DEC 18 until June 18 and then he started pru. He went to mainstream primary but only went half day as he could not cope with a full day and done 3 months of mainstream secondary school half days. I have just had a review of his statement and they are concerned about his TALC 2 results he scored level 2 and they have said he should be at level 4, They said he has no imagination and is forgetful, he finds English confusing and he does not understand it but is good at spelling. His yearly scores are WRAT 4 READING 110, WRAT 4 SPELLING 98, WRAT 4 MATHS 75, BPVS 89, TALC 2 LEVEL 2 (SHOULD BE 4). What does the last 2 mean as i have no clue. Thank you
