Help with nursery exclusion

Hi all,
I am feeling absolutely devastated this morning
Long story short my daughter has been a attending a nursery since age 2 and last yr attended their kibdergarten to start in the independent school. Last yr dd was diagnosed with epilepsy, she has significant speech delay, some behavioural issues but which have got better. V v long story shorter she is not going to attend their school anymore due to barriers put in place by the head! And is going to a local school, she has got an application in with early years to see if it would be helpful to have extra support in her transition to school. She has haf a pediatrician appt and he says no assesments right now re asd but will keep reviewing in the new environment.. wanted dd to attend back in the nursery (all part of the same management) for one day a week over summer to keep up with routine. Manager jas said she believes dd needs 1 to 1 support and they can't accommodate it so NO

So I am feeling like she shouldn't be able to do this? Essentially she is excluding my daughter from attending the nursery in the summer, even though she does attend the attached kindergarten (which we have paid for) and goes in the nursery before and after school currently.
